The customer service goal set by Clerk Heather S. DeWees and her staff is safe, efficient, and effective service for all . All customers can contact the office by email or phone and expect prompt, informative and courteous service by an attentive, educated and patient staff. In addition to visiting the office in person, customers can use the Clerk’s Office Drop Box located at the front of the Circuit Court Annex at 55 North Court Street in Westminster to submit filings or payments.   PARKING Information for the Carroll County Circuit Court: Clerk's Office and Circuit Court Parking Map

  • The Circuit Courthouse Annex parking is located in front of the building parking on North Court Street, behind the Circuit Courthouse Annex on Greenwood Avenue or in the Parking Lot adjacent the Westminster Cemetery at the corner of Ralph Street and Greenwood Avenue.
  • Parking for the Historic Courthouse is located on Willis Street and on North Court Street.
  • Parking for Circuit Court visitors with Disability Placards is located on Greenwood Avenue behind the Circuit Courthouse Annex adjacent to the Employee Only Parking Lot. Visitors with a disability may enter the front or rear entrance of the Circuit Courthouse Annex.
  • Parking directly behind the Circuit Courthouse Annex is designated EMPLOYEE PARKING ONLY except for the spots designated for those visitors with Disability Placards. Please DO NOT PARK BEHIND the Circuit Courthouse Annex if you do not have an EMPLOYEE PARKING PERMIT or are not parking in the disability placard spots.

  • ONLINE Business License Renewals:To renew a business license in Carroll County, please visit: https://jportal.mdcourts.gov/license.
    1. Business owners can log onto their account and pay for their renewal application online.*
       *Applications will NOT be processed online if the Business Owner has not paid for previous years' licenses.
       
    2. The Carroll County Clerk’s Office will mail out the license to the business owner when payment is received.
    3. When an online payment is submitted, the Clerk’s Office cannot void or return payment. The business owner has to apply for a refund.
  • ONLINE Business License Applications:To apply for a business license in Carroll County, please visit: https://jportal.mdcourts.gov/license.
    1. Business owners can log onto their account and apply for a new license.
    2. Once the application is received and approved, the business owner will receive notification to play online through their account.
    3. The Carroll County Clerk’s Office will mail out the license to the business owner when payment is received.

  • Business License Renewal Tips for Carroll County:Carroll County Clerk's Office Brochure for “Obtaining a Business License”.
    1. The Maryland State Licensing Year runs May 1st -April 30th each calendar year.
    2. Business owners have until June 1st to return the application and payment or go ONLINE and renew before monthly fees begin to accrue.
    3. If a business owner plans to mail back the renewal application with payment, it is necessary to:

                               Rich in the tradition and history of Maryland, the Office of Clerk of the Circuit Court is one of the oldest public institutions in the state.

                               Welcome to the Carroll County Courthouse and the Office of the Clerk of the Circuit Court. The Office of the Clerk of the Circuit Court is a public institution of importance that dates back to the very beginning of the Province of Maryland in St. Mary’s County.

                               The Clerk provides invaluable service to both the Court and to the Maryland public. The Clerk of the Court was, and still is, responsible for recording the proceedings of the Court; for recording deeds, conveyances and other papers; and for preserving the records of the Court. Since 1777, the Clerk has been authorized to issue marriage licenses and other licenses required by law.

                               The Clerk’s responsibilities were clearly defined and delineated in the Maryland Constitution of 1867. As a prescribed and constituted commission of the State Government the Clerk eventually evolved from an appointed to an elected office. The Clerk is a locally elected State official who occupies an integral position within the Judicial Branch of Government.

                               The title of Clerk misrepresents the substantial responsibilities and prestige attached to this office within the judiciary. The Clerk’s office is responsible for a variety of functions often requiring involved processes prescribed by the law. The strict nature of the work demands the consistent accuracy and productivity of all employees in each assignment. Whether it is the recording of a deed, the docketing of a case or any of the multiple functions performed by the Clerk’s office, each activity directly affects individuals within the community.

                               The Clerk is ultimately responsible for the actions of his or her employees, and is directly accountable to not only the judiciary but to the electorate for the performance of his or her office.
